5.2. Performance. At the direction of the judge, the guide with the dog on a leash runs in the direction of the shelter. 15 steps before the shelter (this place is masked), the guide removes the leash from the dog, and the dog continues to move next to the guide (it is allowed to hold the dog by the collar). When the guide with the dog approaches the shelter (no closer than 5 steps), then suddenly from the shelter the helper attacks the front of the guide. Shock exchange between the conductor and the assistant is not allowed. The dog should immediately rush at the helper and grab him. After grasping, the dog receives two hits from the helper with a flexible stick. Impacts are allowed on the hips, lateral parts and the withers. Cheering by the team is permitted. At the direction of the judge, the assistant stops the attack. After the attack has been demonstrated, the guide takes and holds the dog tightly by the collar. The assistant runs away directly from the dog with threatening movements. When it is removed by 50 steps, the conductor sends the dog to a detention, and he remains to stand. At the judge’s signal (when the dog approached the helper 30 steps) the helper turns around and, with a menacing cry and movements, runs towards the dog. If the dog grabbed, then after a short onslaught of the dog, the assistant stops the resistance. As instructed by the judge, the guide quickly approaches the dog and assistant, takes the dog and, taking the dog on a leash, leads her off the site. The grip is terminated either by the owner’s command or mechanically removing the dog by the collar. A general assessment of the entire test of fearlessness and desire to fight can be expressed by the words “expressed”, “available” (see clause 9.4), “insufficient” (see clause 9.5). At the end of the inspection, the judge monitors the tattoo number.

6. Grades and titles.
6.1. The following grades may be awarded at exhibitions:
- “very promising”, “perspective”, “small perspective”, “no perspective” (in puppy and adolescent classes).
- "well".
- "very well".
- "well".
- "satisfactory."
- “disqualification” (see clause 9.2).
- At the Main exhibitions of RSVNO (see clause 2.3), in the leading group of dogs and bitches of the working class, an “eligible class” rating can be additionally awarded, which implies that the applicant has outstanding anatomical data, excellent physical fitness, and clearance for breeding (if there is a Kerkart RSVNO, WUSV), successfully passing a mental check (see clauses 5.1. And 5.2.)

6.2. At certified specialized exhibitions, depending on the rank of the exhibition, the following titles are awarded:
- Main exhibitions - САС, R. САС, SS (certificate of conformity) RSVNO Champion, Candidate for RSVNO Champions.
- Regional exhibitions - САС, R. САС, SS, Candidate for Champions of RSVNO.

7. Nursery competition. The breeding group of the kennel is formed of at least three and a maximum of six dogs, originating from at least two mothers with one factory prefix, listed in the catalog and passed the examination at this exhibition. To participate in the competition, the breeder submits a registered application with a copy of the certificate of registration of the factory prefix.

8. Review of manufacturers. Within the framework of the exhibition, producers can be examined, provided that each of them has at least 5 offspring (at least 3 females) registered and passed expertise at this exhibition. In accordance with the period of use of manufacturers, two groups are formed:
- manufacturers used in breeding for less than two and a half years,
- producers used in breeding for more than two and a half years. To participate in the show, the owner of the manufacturer filed a registered application. The review excludes the distribution of seats between the participants; the expert provides a complete description of each group to the attention of the audience.

9. Special provisions.
9.1. For declared, but not submitted dogs, the application is fully paid.

9.2. In cases of unethical behavior at the exhibition, the submission of deliberately false information, the implementation of cosmetic changes in the appearance of the dog (in order to deceive the expert), as well as when the dog is removed from the ring by the exhibitor without the permission of the expert, “disqualification” is carried out, with the appropriate rating. The owner of the dog is suspended from participation in the exhibition. Depending on the severity of the case, the owner may be deprived of the right to participate in subsequent exhibitions of the RSVNO (RKF) system, and his dog’s permission to breed is canceled. The expert is obliged to transfer information about the rating “disqualification” to the RKF and the RSVNO tribal commission no later than a week after the exhibition.

9.3. The expert’s decision is final and not subject to appeal.

9.4. In the case of fearlessness and the desire to fight, a general rating of “available” is obtained - the dog can claim a rating of no higher than “very good.” 9.5. In case of fearlessness and the desire to fight, a general rating of “not expressed” and a negative reaction to the shot is assessed as “satisfactory”.

Russian Union of German Shepherd Dog Lovers

1. General Provisions

1.1. “Russian Union of German Shepherd Dog Lovers” (RSLNO) is the National Club of the German Shepherd breed in the system of the Russian Kennel Federation (RKF), which defines this Regulation as a document governing the conduct of specialized certificate exhibitions of the German Shepherd in the RKF system.

1.2. This Regulation is drawn up taking into account the rules and regulations of the RKF and WUSV, as well as taking into account the traditions and specifics of the specialized certificate exhibitions of German Shepherds in Russia.

1.3.Specialized certificate dog shows of the German Shepherd breed are carried out by structural divisions of the NKP RSLNO - Regional Departments operating in the RKF dog breeding organizations in accordance with this Regulation, as well as local branches that are part of the Regional Branches and operating in the RKF dog breeding organizations.

1.4. Evaluations received at specialized certificate exhibitions held in accordance with the rules of the NKP RSLNO are considered priority in the NKP system.

1.5. Specialized certificate exhibitions of the German Shepherd can organize:

- cynological organizations in the RKF system, which are members of the RSLNO, with state registration,

- Regional branches of RSLNO on the basis of clubs of the RKF with state registration

- local branches working at clubs of the RKF with state registration.

2. Exhibition status

2.1. According to their status, specialized certificate exhibitions of the German Shepherd can be of the rank:

- Champion of Club Cheka (Champion of RSLNO) - Main exhibition of RSLNO

- Club WinnerPC (Winner RSLNO) - is carried out in the Federal Districts of the Russian Federation no more than 1 time per year.
- Candidate to Club Champion, Candidate of Club Champion (Candidate to Champion of RSLNO) - regional - held in any regions of the Russian Federation at the request of the regional branches of RSLNO.

2.2. The status and dates of the exhibitions, as well as the organizations entrusted with their holding, are determined by the Presidium of the NKP RSLNO on the proposal of the exhibition commission of the NKP RSLNO, in accordance with the submitted applications.

3. Exhibition classes

3.1. At specialized certificate exhibitions of the NKP RSLNO, the examination can be carried out in the following classes:

Baby class from 3 to 6 months

Class puppies from 6 to 9 months.,

· A class of teenagers from 9 to 12 months.,

· Junior class from 12 to 18 months.,

· A class of young dogs from 18 to 24 months.,

· Class of working dogs older than 24 months.

· Veteran class over 8 years old

3.2. The age of the dog is determined on the date preceding the first day of the show

4. Ratings, titles and ranks

4.1. At specialized certificate exhibitions of the NKP RSLNO, depending on the level of breed, type, anatomical constitution, condition, behavior, general condition and other factors, the following ratings are awarded:

In classes of baby, puppies, teenagers:

In junior and young dog classes:

In the classes of working dogs and veterans:

4.2. Ratings:
"Excellent"
awarded to dogs as close as possible to the breed ideal, with a pronounced sexual type, which are presented in excellent condition, exhibit typical behavior and excellent preparation. Deficiencies should be so minor that they can be ignored.
"Very well"
It is awarded to dogs with pronounced, typical for the breed characteristics, well-balanced proportions and presented in the correct condition. Minor flaws that do not violate the overall impression are acceptable.
"Good"
awarded to dogs that have the main characteristics of the breed, but have serious flaws or defects.
"Satisfactorily"
- awarded to dogs that are suitable for the breed, but do not have generally accepted characteristics, those whose physical condition leaves much to be desired or have several defects.
"Disqualification"
awarded to dogs whose type or behavior does not meet the requirements of the standard, having disqualifying defects. This rating is also awarded to dogs with clear signs of degeneration, malocclusion or dentition, and unilateral or bilateral cryptorchids.
"No rating"
dogs are left whose breed membership is in doubt, as well as those in whose appearance surgical or cosmetic changes not envisaged by the standard are introduced that are designed to hide from the expert the natural state of a particular sign.The same applies to cases when the dog does not move or tries to escape from the ring, which makes it impossible to evaluate the gait and movements, or if the dog does not allow itself to be touched, to examine teeth and bite, testes.
4.3. At the Main NKP RSLNO exhibition and at PC rank exhibitions, in the class of working dogs among dogs claiming to be rated "excellent" in the leading group, an assessment can be awarded “The perfect one.”
To get a “perfect excellent” mark, the dog must:

- have a valid kerklass 1, confirmed by the original kerkarta presented at this exhibition,

- when checking fearlessness, desire to fight and resistance to pressure to get the rating "expressed",

- stop the grip on command,

- demonstrate the execution of the command “near” when moving without a leash to cover,

- show a calm attitude towards the shot,

- for males - to present a convincing group of offspring, or to submit a form for describing a convincing group of offspring from an exhibition of rank PC *

Dogs represented in the working class under the age of 3 years, the rating of "perfect excellent" can be assigned without regard to breeding.

4.4. Depending on the rank of the exhibition and at the discretion of the expert, the following titles may be awarded:

- ChK - Champion of NKP RSLNO,

- PC - Winner of RSLNO,

- UChK - Junior Champion of RSLNO,

- UPC - Young Winner of RSLNO,

- Candidate to Club Champion - Candidate for Champions of RSLNO,

- To UChK - Candidate for Young Champions of RSLNO,

- С С - Certificate of conformity,

- USS - Junior Certificate of Conformity

4.5. Reserve titles (SS, USS) can be awarded only on condition that the main titles are awarded.
4.6. Titles are awarded:
“Champion RSLNO” (ChK)
- at the Main show the best male and best female in the working dog class.
“Winner RSLNO” (PC)
- at PC rank shows to the best male and best female in the working dog class.
“Young Champion of RSLNO” (SC)
- at the Main show the best male and best female when comparing the winners of the junior class and the class of young dogs.
“Young Winner of RSLNO” (YPC)
- at the PC rank exhibition to the best male and best female when comparing the winners of the junior class and the class of young dogs.
“Candidate for Champions of RSLNO” (CCC)

- at the Main Dog Show, to males and females who received a rating of 2 “perfect excellent” in the working dog class,
- at regional shows, to the best male and best female, who received a rating of 1 “excellent” in the class of working dogs.
“Candidate for Young Champions of RSLNO” (KUCHK)

- at the Main show - male and female, which took 2nd place when comparing the winners of the junior class and the class of young dogs.

- at regional exhibitions - to the best male and best female when comparing the winners of the junior class and the class of young dogs.
Certificate of Conformity (CC)
- assigned at exhibitions of any rank to dogs that received a rating of "excellent" (at the Main Exhibition and exhibitions of the rank of PC - "excellent excellent") and in terms of quality who claimed to receive the main title.

Junior Certificate of Conformity (USC) assigned at exhibitions of any rank to dogs that received a rating of "very good" in junior and young dog classes and in terms of quality who claimed to receive the main title.
4.7. The award of any title is not mandatory and is entirely in the competence of the judge.
4.8. The dog, which won first place among dogs that received the highest rating in this class, is awarded the title Class Winner (Cw)

4.9. Comparisons of the winners of male and female classes can be made by decision of the organizers. Comparisons to the titles “Best Baby”, “Best Puppy”, “Best Teen”, “Best Junior”, “Best Young Dog”, “Best Breed” (among winners of working dog classes), and “Best Veteran” are acceptable.

4.10. The assignment of the titles “Club Champion” (ChC) and “Club Winner” (PC) is possible only if the dog Kerklass1, confirmed presented at this exhibition the original Kerkarts.

5.Judging and Exposure Rules
5.1. Judging at specialized certificate exhibitions is carried out only in an open area with a coating that excludes dog injuries (a level lawn is preferable), in a ring of sufficient size (not less than 100 meters perimeter) to evaluate dogs in a stance and in motion.
5.2. The judge single-handedly conducts an individual inspection, makes a description, and then makes a full arrangement of the ring with the awarding of each dog. Individual inspection is recommended in order of catalog numbers. At an individual examination, height measurement at the withers can be carried out, which is reflected in the description. The judge must, at the end of the examination of each class, comment on the grades and placement. To examine the testes and the dental system, in addition to the main judge, assistants who are judges of the RKF-FCI or kermaster can be additionally involved, information about them should be reflected in the exhibition catalog.

5.3. At exhibitions of the rank of PC and CHK, an individual description in the classes of baby, puppies and adolescents may not be carried out, which the organizer must notify the exhibitors before registration begins.
5.4. Protests for refereeing are not accepted, the judge’s opinion is final and not subject to appeal.
5 .5. Participants who are late to the ring are not allowed to referee.
5 .6. At exhibitions of any rank is prohibited:
- exhibit dogs in strict collars, collars with spikes, harnesses, muzzles,

- use electronic collars and electronic sound devices

- use any drugs with which you can change
natural color and structure of the coat,

- enter the ring without the permission of a judge,

- be without a dog and attract the attention of a dog in any way in the ring corridor or inside the ring.

5.7. For cruelty to a dog, unethical behavior at an exhibition, provoked dog fights and bites, as well as for violations of clause 5.6. of this provision, at the request of the judge, members of the ring team or organizing committee, the NKPL RSLNO exhibition commission may petition the Presidium of the RSNLO NKP and the RKF exhibition commission to disqualify the owner of a dog or handler at all NKL RSLNO and RKF exhibitions for a certain period of time.

6. Behavioral testing
6.1. Verification of behavior at a specialized certificate exhibition is carried out by the judge throughout the examination. Exhibitors in all age classes must demonstrate self-confidence, a strong nervous system and friendly behavior.
6.2. In dog classes older than 12 months, after a preliminary description, a check is carried out on the attitude to the shot: at least 15 meters from the dogs two shots are fired (with a 6 mm pistol). Dogs, however, should remain calm, manageable, not show timidity or insecurity, not make attempts to escape from the ring.
6.3. A check of fearlessness, a desire to fight and resistance to pressure is carried out by a judge personally if he is a mastermaster or a work judge having the right to judge a discipline that includes a defense section. Otherwise, a judge who meets the above requirements is invited to check.

Before the check, the judge must instruct the defendants and the dog owners.
6.3.1. The test is carried out on an open area of ​​the appropriate size with a coating that excludes injuries to dogs and persons involved (preferably a smooth lawn). The use of a new (not tested) coating of the sleeve is not recommended. Only defendants certified by RKF or other FCI organizations can work as a defense assistant.

First, all the males pass the test, then all the bitches.

6.3.2. If two or more defendants are working at the exhibition, the defendants are changed in a strictly agreed sequence with the judge through a clearly specified number of dogs, which is publicly announced before the speakerphone check begins.

6.3.3.Dogs go to check strictly according to catalog numbers, late dogs are tested at the end of the check by the latest.

6.4. The verification procedure at the regional exhibitions rank CCW:

1st stage: as directed by the judge, the guide with the dog on a leash starts moving in the direction of the shelter. 15 steps before shelter (this place is marked), the conductor stops, unfastens the leash and continues to move in the same direction. The dog moves along with the guide on the command "nearby." In case of insufficient obedience, it is allowed to hold the dog by the collar. When the guide with the dog approaches the shelter (at a distance of no more than 5 meters), the defendant is attacked from the front by the shelter because of the shelter. Shock exchange between the conductor and the assistant is not allowed. The dog must immediately attack the person involved and demonstrate a strong and deep grip on the sleeve. After grasping, the person involved inflicts two stack hits on her. Impacts can be applied to the hips, sides or to the withers. At the time of the attack, the conductor remains in place. Cheering the dog with voice is allowed.

At the direction of the judge, the defendant stops the attack and stops. The guide instructs the dog to stop the attack. The dog must, on the first command, break the grip. Loss of attention and the dog's departure from the person involved is not allowed. In case of failure to comply with the command, according to the judge’s direction, the guide passes in the direction of the dog, and, approximately from the middle of the distance to it, gives the second command at the judge’s direction. If the dog has not let go of the sleeve, as directed by the judge, the guide moves in the direction of the dog, and being about 5 steps away from it, gives the third command. If the command is not completed again, the dog is removed mechanically (for the collar).

2nd stage: the guide with the dog goes to the waiting place, which is pre-marked. The person involved runs away from the dog 50 steps, turns around and makes a frontal attack, accompanied by menacing sounds and gestures. At the command of the judge, the guide sends the dog to detention, while remaining in place. If the dog made a grip, then after a short onslaught the defendant stops the resistance. At the judge's direction, the guide instructs the dog to stop the attack. If the dog does not release the sleeve, then actions similar to those in the first stage are performed.

At the end of the test, the guide takes the dog on a leash and presents it to the judge to control the stigma. Validation of the mark by a designated judge

6.5.Verification Procedure at the Main Exhibition and Exhibitions of PC Rank :

The check is carried out with the participation of 2 defendants for each dog. The order and sequence of work of the defendants is determined by drawing lots before the start of the audit. 1st stage: as directed by the judge, the guide with the dog on a leash starts moving in the direction of the shelter. 15 steps before shelter (this place is marked), the conductor stops, unfastens the leash and continues to move in the same direction. The dog moves along with the guide on the command "nearby." When the guide with the dog approaches the shelter (at a distance of no more than 5 meters), person # 1 is attacked from the front by the shelter because of the shelter. Exchange of blows between the guide and the assistant is not allowed. The dog must immediately attack the person involved and demonstrate a strong and deep grip on the sleeve.

After grasping, the person involved inflicts two stack hits on her. Strikes can be applied to the hips, sides, or to the withers. At the time of the attack, the conductor remains in place. Pacing dogs with a voice is allowed.

At the direction of the judge, the defendant stops the attack and stops. The guide instructs the dog to stop the attack. The dog must, on the first command, break the grip. At the judge's direction, the guide instructs the dog to stop the attack. If the dog does not release the sleeve, then actions similar to those in the first stage are performed. At the end of the test, the guide takes the dog on a leash and presents it to the judge to control the stigma.

6.6. A general assessment of the entire audit may be:
- "expressed"
- "available"
“Not enough.”
If the dog releases the sleeve on command, “sleeve on command releases” is indicated. If the dog releases the sleeve only at one stage or does not let go, it indicates "the sleeve does not let go on command."
The execution of the command “next to” is indicated.
6.7. Dogs that do not let go of their sleeves on a command, or do not execute a command “nearby” cannot qualify for an assessment in the ring “perfect excellent”.
Dogs with a rating of “available” cannot get a rating in the ring above “very good”. Dogs with an "insufficient" mark for verification receive a "disqualification" rating and are not allowed to further examination.

6.8. Based on the results of the inspection, it is recommended to identify and award the best dogs

7. Competition rules

7.1. The following competitions may be held at exhibitions of the rank of PC and Cheka:

Nursery Competition - The owners of the kennels represent a breeding group consisting of no less than 4 and no more than 6 dogs, originating from at least 2 different combinations having one factory prefix. To participate in the nursery competition, the breeder submits a registered application (application) to the organizer with a copy of the certificate of the RKF on registration of the factory prefix. The number of breeding groups exhibited by the nursery is not limited. During the competition of nurseries, tribal groups are placed by judge in their places.

Manufacturers Review * - At least 5 offspring are involved (at least 3 females). In accordance with the period of use of manufacturers, two groups are formed (used less than 2.5 years and more than 2.5 years).

"Review of the producers" ** - not less than 3 descendants are involved (at least from 2 males).

* ** Reviews of manufacturers and manufacturers exclude the distribution of seats between participants.

The judge is obliged to comment in detail on each group presented, as well as provide a full written description of each group in the report.

7.2. Only dogs listed in the catalog, exhibited at this exhibition, not having disqualification and included in the breeder's application for participation in the competition can participate in kennel competitions. Dogs younger than 6 months old cannot be in the nursery group.

7.3. In manufacturers reviews required * All descendants of the manufacturer included in the catalog and exhibited at this exhibition participate. If the dog is not allowed to participate in the manufacturers' review for no good reason, the dog will be disqualified whether it passed the examination or not.

* This obligation does not apply to dogs under 9 months of age)

A producer or producer representing a group of offspring for shows may not be exhibited at this exhibition, and may also not participate in the show itself.

7.4. At exhibitions of the CWC rank, competitions can be held by decision of the organizer, about which the organizer must notify exhibitors during registration.

8. Rules for submitting applications for exhibitions

8.1. Dog training organizations applying for a specialized certificate exhibition of the German Shepherd must submit an official application through the Regional Branch of the NKP RSLNO. Regional branches send the collected applications to the exhibition commission of the NKP RSLNO.
Applications for the year are accepted until March 1 of the previous year.

8.2. The application must contain:

· Estimated date and rank of the exhibition

· Full name and address of the dog organization, phone numbers, fax, email address

· Name of the head of the organization and responsible for the exhibition

· Start and end dates of registration of exhibitors

Attached to the application:

· Extract from the register, dated year, filing an application

· Receipts for the previous year on the payment of contributions by members of the RSLNO registered with the cynological organization.

· A petition from the Regional Department of the NKP RSLNO for cynological organizations applying for a specialized exhibition for the first time

8.3. The generalized and agreed upon deadlines applications for holding next year's certificate exhibitions are submitted by the NKL RSLNO Regional Offices to the NKL RSLNO Exhibition Commission, no later than April 1 of the current year. The consolidated application must contain all the information specified in clause 8.2.

8.4. The exhibition commission of the NKP RSLNO, on the basis of the applications received, determines the list of organizations that will be entrusted with the exhibitions of the rank of Cand.in Ch.Club, PC and Chek and compiles a summary calendar of exhibitions of the NKP PC LNO. 8.5. Applications received later than the specified deadlines, not containing those specified in clause 8.2. data or applications, as well as not registered in the secretariat of the NCH RSLNO, are not considered.
8.6. At exhibitions of the rank of PC and Cheka, the organizers coordinate with the Presidium of the NKP RSLNO the candidatures of judges and persons involved.
8.7. Organizers who have received permission to hold an exhibition must pay the target exhibition fee to the NKL RSLNO prior to registration for the exhibition. The size of the contribution is determined by the Presidium of the NKP RSLNO. In case of late payment, the amount of the contribution is doubled.
8.8. The postponement of the exhibition is possible in case of force majeure, with the written permission of the exhibition commission of the NKP RSLNO

8.9. All invitations of foreign judges are made only through the Presidium of the NKP RSLNO. After preliminary approval of the exhibition date with the judge, the Presidium of the NKP RSLNO pre-submits an application of the established form, a letter of guarantee for payment of travel expenses and the judge’s stay in Russia.

9. Registration rules

9.1. Specialized German Shepherd certificate exhibitions are held only subject to prior registration and the mandatory issuance of a catalog of exhibitors. Dogs not listed in the catalog are not allowed.
9.2. When recording, the dog owner must provide the organizer:

- a copy of the pedigree recognized by the RKF (for baby classes, puppies, adolescents and juniors - a copy of the puppy's metric is acceptable)

- an application form filled out and signed by the dog owner, which must contain the necessary information about the dog and its owner (dog name, abbreviation and pedigree number, hallmark or microchip number, date of birth, gender, color, father and mother names, name of the breeder, name of the owner , his full postal address with an index and contact phone or email address, the exhibition class in which the dog is declared)

- for entry into the class of working dogs, in addition to the above documents, you must provide a copy of the diploma of the RKF (or another FCI country) in SchH (VPG) or I RO or CD or OKD + ZKS, as well as a copy of the card, if the dog has kerung.

9.3. The organizer of the exhibition must inform the participants in advance about the venue of the exhibition and the schedule of rings.

10. Exhibition catalog

1 0 .1. Based on the application sheets and copies of documents, an exhibition catalog is compiled, which should contain:

· A title cover indicating the rank, name, date and place of the exhibition, the emblems of the RKF and NKP RSLNO,

· List of members of the organizing committee,

· A list of judges, defendants, interns and secretaries,

· Regulation on the specialized certificate exhibition RSLNO,

· Schedule of all events of the exhibition,

· Distribution of dogs into classes, indicating the name of the judge,

· A list of exhibitors with continuous numbering,

· Data for each dog in the following order: catalog number, nickname, pedigree number, brand or microchip number, date of birth, color, degree (level) of training and kerklass (for the working dog class), father, mother, breeder, owner, owner address.

In this case, nicknames must be printed in the original language of the pedigree,

· Ongoing contests and their participants.

10 . 2. The catalog does not allow the presence of additional lists and empty numbers.

11. Regulations

1 1 .1. For the exhibition, the organizer must provide:

· An open area with a smooth ground or grass cover, excluding injuries, with shelters for the defendants and appropriate markings for conducting a behavior check,

· An open area with an even ground or grass cover, excluding injuries, equipped with a ring (not less than 100 meters perimeter) for examination, with a tent, tables and chairs for judges and the ring brigade,

· Standard height meter, two serviceable starting pistols (6 mm caliber) and cartridges for them,

· Speakerphone,

· Numbers for participants corresponding to registration numbers of the catalog, chest sport numbers are recommended,

· Name badges for judges, members of the organizing committee, ring teams and observer,

· Free catalogs for each declared exhibitor,

· Worthy prize fund for awarding winners and prize-winners of rings,

Ring teams for each ring, consisting of at least four members: a secretary working with a judge, a secretary who draws up diplomas and certificates, a secretary filling out a catalog and ring sheets, a ring manager (organizer) ensuring timely call and construction of participants. For foreign judges, the exhibition organizer must provide a qualified translator,

· The constant presence of medical personnel,

· The constant presence of representatives of the veterinary service,

· The presence of symbols of the NKP RSLNO,

11.2. At exhibitions it is recommended to observe the following sequence of planned events:
- checking the behavior of working class dogs is carried out on any day of the exhibition, in the morning,
- verification of attitude to the shot is made immediately after the preliminary description,
- contests of manufacturers and producers are held at the final stage of the exhibition, after the judging of all classes except working dogs,

- at the end of the exhibition, the final arrangement and determination of grades of female dogs of the working dog class is made, then the final placement and determination of grades of male dogs of the working dog class,

- kennel competition is held after the judging of the class of working dogs,

- Each day of the exhibition ends with a general solemn award.
11.3. At exhibitions of all ranks, winners are awarded.At exhibitions in the CCC rank, cups and other prizes are awarded to participants who have received the highest marks, who have won at least three first places in each class, at exhibitions of the PC rank - at least five places and at exhibitions of the CC rank - at least ten places.
11.4. German Shepherd Dogs with long coarse hair and undercoat are recorded in a separate section of the catalog, undergo examination in separate rings, ratings and awarding of titles is similar *. When recording in a pedigree or puppy card, the name of the breed must be written: German shepherd with long, hard coat with undercoat.

* Until 2014, “excellent excellent” marks are not assigned to this German Shepherd variety.

11.5. If the owner has a medical certificate certified by the NKP RSLNO about the dog’s loss of a tooth, or a card, confirming that the dog had a full tooth formula, the absence of a tooth does not affect the dog’s assessment and its place in the arrangement.
11.6. If the documents of the dogs that received the certificates do not comply with these Regulations, the awarded titles are not confirmed and will be transferred to the next dog.
11.7. When deciding whether to give the dog a “perfect excellent” mark, the owner must provide the original kerkarta with the current kerung - kerklass 1. Temporary certificates confirming the passage of kerung are not taken into account.
11.8. By decision of the Presidium of the NKP RSLNO, an observer may be sent to exhibitions of the rank of Cheka and PC. The role of the observer is to assess the quality of the event, monitor compliance with this provision. All expenses associated with the arrival and stay of the observer are borne by the organizer.
11.9. The owner of the dog by the fact of paying for participation in the exhibition, the exhibitor by the fact of entering the ring to provide the animal for examination, the judge and representatives of the ring team by the fact of entering the ring for examination — confirm their agreement to take photos and videos of themselves and the dog submitted for examination by accredited specialists , and also give the NKL RSLNO their consent to the publication of the received images in the media and to any other (not contradicting the current legislation) using ment of these images at the discretion of the NPC RSLNO.

11.10. At the Main Exhibition and exhibitions of the PC rank, photo and video shooting inside the ring are only allowed to be carried out by specialists who have been previously accredited by the Presidium of the NCHR RSLNO on the proposal of the organizer. 12. Reporting

12.1. A report on the exhibition shall be submitted by the organizer to the secretariat of the NKL RSLNO within 2 weeks from the date of the exhibition and should contain: a copy of the catalog showing all ratings and titles, filled-in ring sheets signed by the judge, copies of pedigrees for dogs that received certificates.

12.2. The secretariat of the NKP RSLNO monthly submits to the RKF monthly a summary report on the results of specialized certificate exhibitions with all the dogs that received the titles.

1 2 .3. The report on the exhibition is submitted by the organizer to the secretariat of the RKF according to the rules of the RKF.

13. Rules for awarding titles and certificate exchange

1 3 .1. Rank “Champion RSLNO” (ChK) can be obtained directly at the RSLNO Main Exhibition or by a set of certificates:

· 4 certificates of CCC

2 PC certificates

· 1 PC certificate and 2 CCC certificates

· 3 certificates of conformity (SS) can be exchanged once for a certificate of CCC

1 3 .2. The title “Champion of RSLNO” may be awarded repeatedly.
13.3. The titles "Winner of RSLNO" and "Young Winner of RSLNO" are assigned only directly at the exhibition rank PC.
13.4. The title “Young Champion of RSLNO” can be obtained directly at the RSLNO Main Exhibition or by a set of certificates:

· 3 certificates KUCHK

· 1 certificate of UPK and 1 certificate of KUCHK

· 2 UCC certificates can be exchanged once for a certificate KUCHK

13.5. All certificates for exchange must be obtained at different exhibitions and from different judges
13.6. Certificates are exchanged at the RSLNO secretariat. To obtain a certificate of the Cheka (SC), the RSLNO secretariat will receive the original certificates for exchange and a photocopy of the dog’s pedigree

14. Sanctions

14.1. If the organizers of the exhibitions do not comply with this Regulation, violate the exhibition regulations or fail to submit the report on time, the Presidium of the NKL RSLNO reserves the right to: issue a warning or refuse to hold subsequent exhibitions for a specified period, completely or partially cancel the results of the exhibition.

1. General Provisions

1.1. “Russian Union of German Shepherd Dog Lovers” (RSLNO) is the National Club of the German Shepherd breed in the system of the Russian Kennel Federation (RKF), which defines this Regulation as a document governing the conduct of specialized certificate exhibitions of the German Shepherd in the RKF system.

1.2. This Regulation is drawn up taking into account the rules and regulations of the RKF and WUSV, as well as taking into account the traditions and specifics of the specialized certificate exhibitions of German Shepherds in Russia.

1.3. Specialized certificate dog shows of the German Shepherd breed are carried out by structural divisions of the NKP RSLNO - Regional Departments operating in the RKF dog breeding organizations in accordance with this Regulation, as well as local branches that are part of the Regional Branches and operating in the RKF dog breeding organizations.

1.4. Evaluations received at specialized certificate exhibitions held in accordance with the rules of the NKP RSLNO are considered priority in the NKP system.

1.5. Specialized certificate exhibitions of the German Shepherd can organize:

- cynological organizations in the RKF system, which are members of the RSLNO, with state registration,

- Regional branches of RSLNO on the basis of clubs of the RKF with state registration

- local branches working at clubs of the RKF with state registration.

2. Exhibition status

2.1. According to their status, specialized certificate exhibitions of the German Shepherd can be of the rank:

- Champion of Club Cheka (Champion of RSLNO) - Main exhibition of RSLNO

- Club WinnerPC (Winner RSLNO) - is carried out in the Federal Districts of the Russian Federation no more than 1 time per year.
- Candidate to Club Champion, Candidate of Club Champion (Candidate to Champion of RSLNO) - regional - held in any regions of the Russian Federation at the request of the regional branches of RSLNO.

2.2. The status and dates of the exhibitions, as well as the organizations entrusted with their holding, are determined by the Presidium of the NKP RSLNO on the proposal of the exhibition commission of the NKP RSLNO, in accordance with the submitted applications.

3. Exhibition classes

3.1. At specialized certificate exhibitions of the NKP RSLNO, the examination can be carried out in the following classes:

Baby class from 3 to 6 months

Class puppies from 6 to 9 months.,

· A class of teenagers from 9 to 12 months.,

· Junior class from 12 to 18 months.,

· A class of young dogs from 18 to 24 months.,

· Class of working dogs older than 24 months.

· Veteran class over 8 years old

3.2. The age of the dog is determined on the date preceding the first day of the show

4. Ratings, titles and ranks

4.1. At specialized certificate exhibitions of the NKP RSLNO, depending on the level of breed, type, anatomical constitution, condition, behavior, general condition and other factors, the following ratings are awarded:

In classes of baby, puppies, teenagers:

In junior and young dog classes:

In the classes of working dogs and veterans:

4.2. Ratings:
"Excellent"
awarded to dogs as close as possible to the breed ideal, with a pronounced sexual type, which are presented in excellent condition, exhibit typical behavior and excellent preparation. Deficiencies should be so minor that they can be ignored.
"Very well"
It is awarded to dogs with pronounced, typical for the breed characteristics, well-balanced proportions and presented in the correct condition. Minor flaws that do not violate the overall impression are acceptable.
"Good"
awarded to dogs that have the main characteristics of the breed, but have serious flaws or defects.
"Satisfactorily"
- awarded to dogs that are suitable for the breed, but do not have generally accepted characteristics, those whose physical condition leaves much to be desired or have several defects.
"Disqualification"
awarded to dogs whose type or behavior does not meet the requirements of the standard, having disqualifying defects. This rating is also awarded to dogs with clear signs of degeneration, malocclusion or dentition, and unilateral or bilateral cryptorchids.
"No rating"
dogs are left whose breed membership is in doubt, as well as those in whose appearance surgical or cosmetic changes not envisaged by the standard are introduced that are designed to hide from the expert the natural state of a particular sign. The same applies to cases when the dog does not move or tries to escape from the ring, which makes it impossible to evaluate the gait and movements, or if the dog does not allow itself to be touched, to examine teeth and bite, testes.
4.3. At the Main NKP RSLNO exhibition and at PC rank exhibitions, in the class of working dogs among dogs claiming to be rated "excellent" in the leading group, an assessment can be awarded “The perfect one.”
To get a “perfect excellent” mark, the dog must:

- have a valid kerklass 1, confirmed by the original kerkarta presented at this exhibition,

- when checking fearlessness, desire to fight and resistance to pressure to get the rating "expressed",

- stop the grip on command,

- demonstrate the execution of the command “near” when moving without a leash to cover,

- show a calm attitude towards the shot,

- for males - to present a convincing group of offspring, or to submit a form for describing a convincing group of offspring from an exhibition of rank PC *

Dogs represented in the working class under the age of 3 years, the rating of "perfect excellent" can be assigned without regard to breeding.

4.4.Depending on the rank of the exhibition and at the discretion of the expert, the following titles may be awarded:

- ChK - Champion of NKP RSLNO,

- PC - Winner of RSLNO,

- UChK - Junior Champion of RSLNO,

- UPC - Young Winner of RSLNO,

- Candidate to Club Champion - Candidate for Champions of RSLNO,

- To UChK - Candidate for Young Champions of RSLNO,

- С С - Certificate of conformity,

- USS - Junior Certificate of Conformity

4.5. Reserve titles (SS, USS) can be awarded only on condition that the main titles are awarded.
4.6. Titles are awarded:

- at PC rank shows to the best male and best female in the working dog class.

- at the PC rank exhibition to the best male and best female when comparing the winners of the junior class and the class of young dogs.
“Candidate for Champions of RSLNO” (CCC)

“Candidate for Young Champions of RSLNO” (KUCHK)

Certificate of Conformity (CC)
- assigned at exhibitions of any rank to dogs that received a rating of "excellent" (at the Main Exhibition and exhibitions of the rank of PC - "excellent excellent") and in terms of quality who claimed to receive the main title.

Junior Certificate of Conformity (USC) assigned at exhibitions of any rank to dogs that received a rating of "very good" in junior and young dog classes and in terms of quality who claimed to receive the main title.
4.7. The award of any title is not mandatory and is entirely in the competence of the judge.
4.8. The dog, which won first place among dogs that received the highest rating in this class, is awarded the title Class Winner (Cw)

4.9. Comparisons of the winners of male and female classes can be made by decision of the organizers. Comparisons to the titles “Best Baby”, “Best Puppy”, “Best Teen”, “Best Junior”, “Best Young Dog”, “Best Breed” (among winners of working dog classes), and “Best Veteran” are acceptable.

4.10. The assignment of the titles “Club Champion” (ChC) and “Club Winner” (PC) is possible only if the dog Kerklass1, confirmed presented at this exhibition the original Kerkarts.

5. Rules of refereeing and exhibiting
5.1. Judging at specialized certificate exhibitions is carried out only in an open area with a coating that excludes dog injuries (a level lawn is preferable), in a ring of sufficient size (not less than 100 meters perimeter) to evaluate dogs in a stance and in motion.
5.2. The judge single-handedly conducts an individual inspection, makes a description, and then makes a full arrangement of the ring with the awarding of each dog. Individual inspection is recommended in order of catalog numbers. At an individual examination, height measurement at the withers can be carried out, which is reflected in the description. The judge must, at the end of the examination of each class, comment on the grades and placement. To examine the testes and the dental system, in addition to the main judge, assistants who are judges of the RKF-FCI or kermaster can be additionally involved, information about them should be reflected in the exhibition catalog.

5.3. At exhibitions of the rank of PC and CHK, an individual description in the classes of baby, puppies and adolescents may not be carried out, which the organizer must notify the exhibitors before registration begins.
5.4. Protests for refereeing are not accepted, the judge’s opinion is final and not subject to appeal.
5 .5. Participants who are late to the ring are not allowed to referee.
5 .6. At exhibitions of any rank is prohibited:
- exhibit dogs in strict collars, collars with spikes, harnesses, muzzles,

- use electronic collars and electronic sound devices

- use any drugs with which you can change
natural color and structure of the coat,

- enter the ring without the permission of a judge,

- be without a dog and attract the attention of a dog in any way in the ring corridor or inside the ring.

5.7. For cruelty to a dog, unethical behavior at an exhibition, provoked dog fights and bites, as well as for violations of clause 5.6. of this provision, at the request of the judge, members of the ring team or organizing committee, the NKPL RSLNO exhibition commission may petition the Presidium of the RSNLO NKP and the RKF exhibition commission to disqualify the owner of a dog or handler at all NKL RSLNO and RKF exhibitions for a certain period of time.

6. Behavioral testing
6.1. Verification of behavior at a specialized certificate exhibition is carried out by the judge throughout the examination. Exhibitors in all age classes must demonstrate self-confidence, a strong nervous system and friendly behavior.
6.2. In dog classes older than 12 months, after a preliminary description, a check is carried out on the attitude to the shot: at least 15 meters from the dogs two shots are fired (with a 6 mm pistol). Dogs, however, should remain calm, manageable, not show timidity or insecurity, not make attempts to escape from the ring.
6.3. A check of fearlessness, a desire to fight and resistance to pressure is carried out by a judge personally if he is a mastermaster or a work judge having the right to judge a discipline that includes a defense section. Otherwise, a judge who meets the above requirements is invited to check.

Before the check, the judge must instruct the defendants and the dog owners.
6.3.1. The test is carried out on an open area of ​​the appropriate size with a coating that excludes injuries to dogs and persons involved (preferably a smooth lawn). The use of a new (not tested) coating of the sleeve is not recommended. Only defendants certified by RKF or other FCI organizations can work as a defense assistant.

First, all the males pass the test, then all the bitches.

6.3.2. If two or more defendants are working at the exhibition, the defendants are changed in a strictly agreed sequence with the judge through a clearly specified number of dogs, which is publicly announced before the speakerphone check begins.

6.3.3. Dogs go to check strictly according to catalog numbers, late dogs are tested at the end of the check by the latest.

6.4. The verification procedure at the regional exhibitions rank CCW:

1st stage: as directed by the judge, the guide with the dog on a leash starts moving in the direction of the shelter. 15 steps before shelter (this place is marked), the conductor stops, unfastens the leash and continues to move in the same direction. The dog moves along with the guide on the command "nearby." In case of insufficient obedience, it is allowed to hold the dog by the collar. When the guide with the dog approaches the shelter (at a distance of no more than 5 meters), the defendant is attacked from the front by the shelter because of the shelter. Shock exchange between the conductor and the assistant is not allowed. The dog must immediately attack the person involved and demonstrate a strong and deep grip on the sleeve. After grasping, the person involved inflicts two stack hits on her. Strikes can be applied to the hips, sides, or to the withers. At the time of the attack, the conductor remains in place. Cheering the dog with voice is allowed.

At the direction of the judge, the defendant stops the attack and stops. The guide instructs the dog to stop the attack. The dog must, on the first command, break the grip. Loss of attention and the dog's departure from the person involved is not allowed.In case of failure to comply with the command, according to the judge’s direction, the guide passes in the direction of the dog, and, approximately from the middle of the distance to it, gives the second command at the judge’s direction. If the dog has not let go of the sleeve, as directed by the judge, the guide moves in the direction of the dog, and being about 5 steps away from it, gives the third command. If the command is not completed again, the dog is removed mechanically (for the collar).

2nd stage: the guide with the dog goes to the waiting place, which is pre-marked. The person involved runs away from the dog 50 steps, turns around and makes a frontal attack, accompanied by menacing sounds and gestures. At the command of the judge, the guide sends the dog to detention, while remaining in place. If the dog made a grip, then after a short onslaught the defendant stops the resistance. At the judge's direction, the guide instructs the dog to stop the attack. If the dog does not release the sleeve, then actions similar to those in the first stage are performed.

At the end of the test, the guide takes the dog on a leash and presents it to the judge to control the stigma. Validation of the mark by a designated judge

6.5.Verification Procedure at the Main Exhibition and Exhibitions of PC Rank :

The check is carried out with the participation of 2 defendants for each dog. The order and sequence of work of the defendants is determined by drawing lots before the start of the audit. 1st stage: as directed by the judge, the guide with the dog on a leash starts moving in the direction of the shelter. 15 steps before shelter (this place is marked), the conductor stops, unfastens the leash and continues to move in the same direction. The dog moves along with the guide on the command "nearby." 7. Competition rules

7.1. The following competitions may be held at exhibitions of the rank of PC and Cheka:

Nursery Competition - The owners of the kennels represent a breeding group consisting of no less than 4 and no more than 6 dogs, originating from at least 2 different combinations having one factory prefix. To participate in the nursery competition, the breeder submits a registered application (application) to the organizer with a copy of the certificate of the RKF on registration of the factory prefix. The number of breeding groups exhibited by the nursery is not limited. During the competition of nurseries, tribal groups are placed by judge in their places.

Manufacturers Review * - At least 5 offspring are involved (at least 3 females). In accordance with the period of use of manufacturers, two groups are formed (used less than 2.5 years and more than 2.5 years).

"Review of the producers" ** - not less than 3 descendants are involved (at least from 2 males).

* ** Reviews of manufacturers and manufacturers exclude the distribution of seats between participants.

The judge is obliged to comment in detail on each group presented, as well as provide a full written description of each group in the report.

7.2. Only dogs listed in the catalog, exhibited at this exhibition, not having disqualification and included in the breeder's application for participation in the competition can participate in kennel competitions. Dogs younger than 6 months old cannot be in the nursery group.

7.3. In manufacturers reviews required * All descendants of the manufacturer included in the catalog and exhibited at this exhibition participate. If the dog is not allowed to participate in the manufacturers' review for no good reason, the dog will be disqualified whether it passed the examination or not.

7.4. At exhibitions of the CWC rank, competitions can be held by decision of the organizer, about which the organizer must notify exhibitors during registration.

8. Rules for submitting applications for exhibitions

8.1. Dog training organizations applying for a specialized certificate exhibition of the German Shepherd must submit an official application through the Regional Branch of the NKP RSLNO. Regional branches send the collected applications to the exhibition commission of the NKP RSLNO.
Applications for the year are accepted until March 1 of the previous year.

8.2. The application must contain:

· Estimated date and rank of the exhibition

· Full name and address of the dog organization, phone numbers, fax, email address

· Name of the head of the organization and responsible for the exhibition

· Start and end dates of registration of exhibitors

Attached to the application:

· Extract from the register, dated year, filing an application

· Receipts for the previous year on the payment of contributions by members of the RSLNO registered with the cynological organization.

· A petition from the Regional Department of the NKP RSLNO for cynological organizations applying for a specialized exhibition for the first time

8.3.The generalized and agreed upon deadlines applications for holding next year's certificate exhibitions are submitted by the NKL RSLNO Regional Offices to the NKL RSLNO Exhibition Commission, no later than April 1 of the current year. The consolidated application must contain all the information specified in clause 8.2.

8.4. The exhibition commission of the NKP RSLNO, on the basis of the applications received, determines the list of organizations that will be entrusted with the exhibitions of the rank of Cand.in Ch.Club, PC and Chek and compiles a summary calendar of exhibitions of the NKP PC LNO. The consolidated calendar is approved by the Presidium of the NKL RSLNO and is handed over to the RKF Exhibition Commission no later than May 1 of the previous year.

8.5. Applications received later than the specified deadlines, not containing those specified in clause 8.2. data or applications, as well as not registered in the secretariat of the NCH RSLNO, are not considered.
8.6. At exhibitions of the rank of PC and Cheka, the organizers coordinate with the Presidium of the NKP RSLNO the candidatures of judges and persons involved.
8.7. Organizers who have received permission to hold an exhibition must pay the target exhibition fee to the NKL RSLNO prior to registration for the exhibition. The size of the contribution is determined by the Presidium of the NKP RSLNO. In case of late payment, the amount of the contribution is doubled.
8.8. The postponement of the exhibition is possible in case of force majeure, with the written permission of the exhibition commission of the NKP RSLNO

8.9. All invitations of foreign judges are made only through the Presidium of the NKP RSLNO. After preliminary approval of the exhibition date with the judge, the Presidium of the NKP RSLNO pre-submits an application of the established form, a letter of guarantee for payment of travel expenses and the judge’s stay in Russia.

9. Registration rules

9.1. Specialized German Shepherd certificate exhibitions are held only subject to prior registration and the mandatory issuance of a catalog of exhibitors. Dogs not listed in the catalog are not allowed.
9.2. When recording, the dog owner must provide the organizer:

- a copy of the pedigree recognized by the RKF (for baby classes, puppies, adolescents and juniors - a copy of the puppy's metric is acceptable)

- an application form filled out and signed by the dog owner, which must contain the necessary information about the dog and its owner (dog name, abbreviation and pedigree number, hallmark or microchip number, date of birth, gender, color, father and mother names, name of the breeder, name of the owner , his full postal address with an index and contact phone or email address, the exhibition class in which the dog is declared)

- for entry into the class of working dogs, in addition to the above documents, you must provide a copy of the diploma of the RKF (or another FCI country) in SchH (VPG) or I RO or CD or OKD + ZKS, as well as a copy of the card, if the dog has kerung.

9.3. The organizer of the exhibition must inform the participants in advance about the venue of the exhibition and the schedule of rings.

10. Exhibition catalog

1 0 .1. Based on the application sheets and copies of documents, an exhibition catalog is compiled, which should contain:

· A title cover indicating the rank, name, date and place of the exhibition, the emblems of the RKF and NKP RSLNO,

· List of members of the organizing committee,

· A list of judges, defendants, interns and secretaries,

· Regulation on the specialized certificate exhibition RSLNO,

· Schedule of all events of the exhibition,

· Distribution of dogs into classes, indicating the name of the judge,

· A list of exhibitors with continuous numbering,

· Data for each dog in the following order: catalog number, nickname, pedigree number, brand or microchip number, date of birth, color, degree (level) of training and kerklass (for the working dog class), father, mother, breeder, owner, owner address.

In this case, nicknames must be printed in the original language of the pedigree,

· Ongoing contests and their participants.

10 . 2. The catalog does not allow the presence of additional lists and empty numbers.

11. Regulations

1 1 .1.For the exhibition, the organizer must provide:

· An open area with a smooth ground or grass cover, excluding injuries, with shelters for the defendants and appropriate markings for conducting a behavior check,

· An open area with an even ground or grass cover, excluding injuries, equipped with a ring (not less than 100 meters perimeter) for examination, with a tent, tables and chairs for judges and the ring brigade,

· Standard height meter, two serviceable starting pistols (6 mm caliber) and cartridges for them,

· Speakerphone,

· Numbers for participants corresponding to registration numbers of the catalog, chest sport numbers are recommended,

· Name badges for judges, members of the organizing committee, ring teams and observer,

· Free catalogs for each declared exhibitor,

· Worthy prize fund for awarding winners and prize-winners of rings,

Ring teams for each ring, consisting of at least four members: a secretary working with a judge, a secretary who draws up diplomas and certificates, a secretary filling out a catalog and ring sheets, a ring manager (organizer) ensuring timely call and construction of participants. For foreign judges, the exhibition organizer must provide a qualified translator,

· The constant presence of medical personnel,

· The constant presence of representatives of the veterinary service,

· The presence of symbols of the NKP RSLNO,

11.2. At exhibitions it is recommended to observe the following sequence of planned events:
- checking the behavior of working class dogs is carried out on any day of the exhibition, in the morning,
- verification of attitude to the shot is made immediately after the preliminary description,
- contests of manufacturers and producers are held at the final stage of the exhibition, after the judging of all classes except working dogs,

- at the end of the exhibition, the final arrangement and determination of grades of female dogs of the working dog class is made, then the final placement and determination of grades of male dogs of the working dog class,

- kennel competition is held after the judging of the class of working dogs,

- Each day of the exhibition ends with a general solemn award.
11.3. At exhibitions of all ranks, winners are awarded. At exhibitions in the CCC rank, cups and other prizes are awarded to participants who have received the highest marks, who have won at least three first places in each class, at exhibitions of the PC rank - at least five places and at exhibitions of the CC rank - at least ten places.
11.4. German Shepherd Dogs with long coarse hair and undercoat are recorded in a separate section of the catalog, undergo examination in separate rings, ratings and awarding of titles is similar *. 11.5. If the owner has a medical certificate certified by the NKP RSLNO about the dog’s loss of a tooth, or a card, confirming that the dog had a full tooth formula, the absence of a tooth does not affect the dog’s assessment and its place in the arrangement.
11.6. If the documents of the dogs that received the certificates do not comply with these Regulations, the awarded titles are not confirmed and will be transferred to the next dog.
11.7. When deciding whether to give the dog a “perfect excellent” mark, the owner must provide the original kerkarta with the current kerung - kerklass 1. Temporary certificates confirming the passage of kerung are not taken into account.
11.8. By decision of the Presidium of the NKP RSLNO, an observer may be sent to exhibitions of the rank of Cheka and PC.The role of the observer is to assess the quality of the event, monitor compliance with this provision. All expenses associated with the arrival and stay of the observer are borne by the organizer.
11.9. The owner of the dog by the fact of paying for participation in the exhibition, the exhibitor by the fact of entering the ring to provide the animal for examination, the judge and representatives of the ring team by the fact of entering the ring for examination — confirm their agreement to take photos and videos of themselves and the dog submitted for examination by accredited specialists , and also give the NKL RSLNO their consent to the publication of the received images in the media and to any other (not contradicting the current legislation) using ment of these images at the discretion of the NPC RSLNO.

11.10. At the Main Exhibition and exhibitions of the PC rank, photo and video shooting inside the ring are only allowed to be carried out by specialists who have been previously accredited by the Presidium of the NCHR RSLNO on the proposal of the organizer. 12. Reporting

12.1. A report on the exhibition shall be submitted by the organizer to the secretariat of the NKL RSLNO within 2 weeks from the date of the exhibition and should contain: a copy of the catalog showing all ratings and titles, filled-in ring sheets signed by the judge, copies of pedigrees for dogs that received certificates.

12.2. The secretariat of the NKP RSLNO monthly submits to the RKF monthly a summary report on the results of specialized certificate exhibitions with all the dogs that received the titles.

1 2 .3. The report on the exhibition is submitted by the organizer to the secretariat of the RKF according to the rules of the RKF.

13. Rules for awarding titles and certificate exchange

1 3 .1. Rank “Champion RSLNO” (ChK) can be obtained directly at the RSLNO Main Exhibition or by a set of certificates:

· 4 certificates of CCC

2 PC certificates

· 1 PC certificate and 2 CCC certificates

· 3 certificates of conformity (SS) can be exchanged once for a certificate of CCC

1 3 .2. The title “Champion of RSLNO” may be awarded repeatedly.
13.3. The titles "Winner of RSLNO" and "Young Winner of RSLNO" are assigned only directly at the exhibition rank PC.
13.4. The title “Young Champion of RSLNO” can be obtained directly at the RSLNO Main Exhibition or by a set of certificates:

· 3 certificates KUCHK

· 1 certificate of UPK and 1 certificate of KUCHK

· 2 UCC certificates can be exchanged once for a certificate KUCHK

13.5. All certificates for exchange must be obtained at different exhibitions and from different judges
13.6. Certificates are exchanged at the RSLNO secretariat. To obtain a certificate of the Cheka (SC), the RSLNO secretariat will receive the original certificates for exchange and a photocopy of the dog’s pedigree

14. Sanctions

14.1. If the organizers of the exhibitions do not comply with this Regulation, violate the exhibition regulations or fail to submit the report on time, the Presidium of the NKL RSLNO reserves the right to: issue a warning or refuse to hold subsequent exhibitions for a specified period, completely or partially cancel the results of the exhibition.

RSVNO status in the RKF

All troubles of RSVNO are connected with the duality of its status. We know that in RKF RSVNO is a national club of the breed (NKP). And what exactly is the NKP?

NKP for RKF and NKP for foreign countries - the concepts are completely different. According to the regulations on the NKP RKF, this structure is a group of the most recognized specialists in their breed, who develop and offer their RKF some methods and rules for working with the breed. For example, Regulations on breed shows, Regulations on breeding selection, etc. All of his designs are advisory in nature. Clause III of the "Tribal provision of the RKF" reads:

"National breed clubs - NKP RKF do not conduct breeding work, but can develop a breeding position that takes into account the specifics of the breed, with further consideration by the RKF Tribal Commission and approval by the RKF Presidium."

Similarly, in the "Regulation of the RKF on the NKP" it is written that the NKP does not engage in tribal work and does not interfere in the activities of local clubs of the RKF.

In the textbook for universities "Kinology" edited by G.I. Blokhin (Publishing house "Scriptorium 2000", 2001) the concept of "breeding work" is defined: “... as the main elements of pedigree work in dog breeding, selection, selection and directed rearing of young animals can be singled out” (p. 155).

Thus, tribal selection (körung) is the main element of tribal work. RSVNO, being an NKP BUT RKF, cannot conduct kerung, cannot register litters.

All breeding work is carried out in local clubs of the RKF and nurseries of the RKF.

Throughout the world, on the contrary, the NKP is the organization that actually conducts breeding work with the breed. In Germany, the powers of the German NKP (SV) are very high. SV not only maintains the breeding base of the breed, but also issues its pedigrees, has its own sites, holds competitions, exhibitions, kerungs, produces films, collections, magazines, etc. SV is a rich, very influential and respected organization. Suffice it to say that Sieger of 2005 visited and spoke at its closing with a greeting from Angela Merkel, who at that time was a candidate for chancellor.

The whole problem is that the vast majority of members of the RSVNO want to be an organization of type SV, but at the same time be an NKP RKF. And this is fundamentally impossible. You need to choose one thing. Consider the options.

RSVNO-NKP RKF

  • Has no right to conduct breeding work. Can not register litters.
  • Does not hold exhibitions on his own. The NKP only entrusts (permits) their conduct to some structure. Accordingly, it cannot determine the invitation of experts, affect the quality and meaningfulness of the examination.
  • Does not lead a tribal base. Since general marks do not pass through the NKP, there is no material for maintaining the base. The requirement to pass at the same time general marks in the RKF and the NKP is contrary to the rules of the RKF and impossible. In addition, many clubs of the RKF are not members of the RSVNO.
  • Does not issue zootechnical documents. Kierkarts and pedigrees are now issued only in the RKF. As these services are paid and highly profitable, NKP are forever deprived of these powers.
  • It does not determine the breeding direction of the breed. All NKP decisions are advisory in nature, their implementation is optional (the minimum requirements of the FCI are enough). There is no way to introduce any restrictions even within yourself, because there are no litters of your own.
  • Accepts applications for holding certified specialty shows of the rank of Candidate in ChClub and ChC. At the moment (2007) and this is being abolished. Now, an application for a monobreed in the NKP is optional.

RSVNO - not NKP

  • He conducts breeding work, registers litters. Leads its tribal base. Since RSVNO ceases to be an NKP, it can work as a regular cynological organization, all mating members of RSVNO pass through it. Keeping your breeding base is very easy - you can make copies of all documents - pedigrees, diplomas, mating acts, general marks. Members of the RSVNO do not work through the local club of the RKF, but through the RSVNO (its regional branch). Also, nursery owners do not register their litters through the Federation, but through RSVNO.
  • Holds exhibitions. Independently or instructs its members. He chooses experts, instructs them. Has the ability to make a list of recommended experts for their exhibitions from among the licensed experts of the RKF. Assigns its internal titles and ratings. These titles are not reflected in the pedigrees, but for specialists it is still very significant.
  • Issues its internal zootechnical documents. RSVNO has the right within itself to carry out any livestock events according to its own rules, including: exhibitions, competitions, breeding shows, selections, etc. RSVNO issues its participants and their winners their diplomas and certificates valid within RSVNO and in organizations with which RSVNO has relevant agreements. In this case, the pedigrees still gives RKF.
  • It has its own breed development policy within itself. RSVNO has the ability to establish its own breeding rules.Of course, they must comply with the Tribal position of the RKF, but no one forbids making the requirements for breeding animals of the members of the RSVNO more stringent. For example, they must undergo körung.
  • It can not directly affect the conduct of breeding work with the breed in other organizations of the RKF. However, when the work is set up correctly, most shepherds will find it more prestigious to work with a specialized all-Russian organization, and not with a local breed club.

Being an NKP RKF is very easy and pleasant: nothing depends on you, but there is no responsibility either. In the second case, RSVNO will have to compete fiercely with RKNO and RKF monobreed clubs, fight for members, for the number of litters. Inflating the cheeks and being proud of themselves will not be enough for the RSVNO leadership. Have to work. And not just work - plow.

Theoretically, there is another possibility. RKF adopts a new Regulation on the NKP, which will allow the NKP to conduct tribal work, changes the Tribal position. The probability of this is zero. Now the opposite trend is in effect - an even greater decrease in the rights of the NKP. In my opinion, it is much faster than the RKF to cancel the NKP altogether than it will increase their role in Russian dog breeding.

If the members of the RSVNO want their organization to be more like, then they should be aware that the RSVNO should abandon its status of NKP.

This raises a delicate question, and who will be the NKP in the RKF then? Since RSVNO ceases to be an NKP, it will have to create an NKP together with other cynological organizations. Or establish a confederation - a legal entity, or something like a Council on the breed with a clearly defined structure, functions and rules of the formations. There is, of course, a threat that the RKF does not recognize the new structure as an NKP and generally appoints a NKP group of more convenient people. She has such a right. But we must not forget that even now, at any moment, RSVNO's powers of the NKP may be revoked (recall the recent suspension of the NKP).

The choice is left to members of the RSVNO. But if RSVNO does not change its status as an NKP RKF, then the situation in RSVNO will not change in any way. Whoever was the president of RSVNO, whoever was elected to the Presidium, they would not be able to solve anything fundamentally. Limitations of the status of NKP are completely tied hands. All energy will be directed to solving personal problems - promoting your own male, advertising your club and your shows, increasing the number of judges, sharing RSVNO funds, etc.

Therefore, I will consider only the second possibility. What should the RSVNO president do if he wants to reform the organization?

Priority actions of the President of RSVNO

Most members of the RSVNO are not satisfied with the work of their organization. We can say that the Presidium of the RSVNO is not fulfilling its functions and is so much shrunk. The President should be very well aware of what the Presidium should do, and, based on the tasks, form the necessary quantitative and qualitative composition. For dog breeders, the election of a cynological organization to the Presidium is a recognition of their merits in dog breeding and an increase in their personal status. High status provides additional opportunities that ultimately lead to personal enrichment. Being a member of the Presidium is honorable, pleasant and profitable. Such a trifle as the need to fulfill the duties of a member of the presidium is not taken seriously by anyone.

It is not surprising that the quantitative composition of the Presidium of the RSVNO until recently has been constantly growing and by the end of 2005 it was comparable with the total number of delegates to the conference. And the more people, the less share of responsibility for each, the less clear who is responsible for what. A sharp decrease in the number of members of the Presidium to 3-5 people is the only way to turn it into a workable body.At the same time, it is necessary to create new honorable posts or a new structure for ambitious and useless people. For example, to introduce the title “Honorary President of the RSVNO”, a member of the “Public Council of the RSVNO”, “Honored Worker of the RSVNO”, etc. etc. And everyone is happy, and the opportunity arises to conduct work.

The quality composition of the Presidium of the RSVNO is also crucial. The election of the Presidency therefore needs to be held not from person to position, but from function to person. Those. Do not elect the Presidium from the most respected and deserved people, and then divide the portfolios between them, but, on the contrary, to a specific position (for example, the chairman of the exhibition commission or the Chief adviser for breeding), choose the people most suitable for this purpose. For each area of ​​work of the Presidium, only one specific person is responsible. He can independently choose his assistants, form commissions or committees, but all demand is from him alone.

After the formation of a competent Presidium, it is necessary to change the structure of the RSVNO and make it consistent with the Law on Public Associations. And the Law provides for the establishment of regional branches (in the constituent entities of the Russian Federation), as well as local branches (in settlements).

I see several areas of activity of the Presidium of the RSVNO:

  1. Tribal work. Creation of the necessary infrastructure on the ground. Conducting selections, breeding shows, registration of litters, maintaining a breeding base. Collection of all information about the Russian and foreign livestock of the German shepherd. Processing of statistical information. Publication of materials in the media, including electronic.
  2. Exhibitions and sports. Scheduling of exhibitions, coordination with the organizers, the appointment of the organizers of the Main Exhibition of RSVNO, regional exhibitions. Collection of information on the results of exhibitions, on the quality of their organization. Similarly - about sports competitions.
  3. Judges. A list of judges who most correctly conduct the examination of the breed is compiled. At RSVNO specialty shows, regional and local branches of RSVNO can invite only them. All refereeing mistakes are carefully understood. An expert may be excluded from the list of recommended judges. Similarly, sports judges.
  4. Seminars and courses. Several times a year seminars are held on all issues. The main breeding adviser or president talks about the direction in which the breed should be developed. The chairman of the panel of judges conducts seminars among the judges on the problems of examination of the German Shepherd. Similarly - in training, exhibitions, training of instructors, defendants, athletes, etc.
  5. Creation of the NKP RKF.
  6. Drawing up rules and regulations for the RKF (in the NKP). Lobbying the interests of shepherds through the NKP in the RKF.
  7. Allocation of funds for statutory purposes. Formation of an IPO team for international competitions, financing of its training, transportation and accommodation for international competitions. Financing the official delegation to the World Cup and WUSV Congress.
  8. Protecting the interests of Russian shepherds inWUSV, in other international or foreign organizations. Including work on the recognition of Russian körung, screening for dysplasia, etc.

So, I sufficiently detailed my thoughts on the reorganization of the RSVNO to Kukushkin, I tried to very clearly explain the situation with the breeding of the German Shepherd in Russia, highlighted several possible ways out of this situation, and offered my help. He listened carefully. Kukushkin made a very favorable impression on me - an energetic man, with a grip, quickly grasping everything on the fly, very organized. We parted very friendly. I have no doubt who will become the new President of RSVNO after Bogdanov.

Indeed, Kukushkin carried out a very large amount of work on the organization of the RSVNO conference.And the very holding of the conference, at which an unknown newcomer was elected president of RSVNO, a Muscovite who has the most distant relation to dog breeding and shepherd dogs, is worthy to serve as a model for study in the textbook.

More than a year after the election of Kukushkin as president of the RSVNO, we can evaluate his actions at his post. I must bitterly admit that he did practically nothing of what, in my opinion, should have been done.

The illusions that with the advent of the new president in RSVNO, something will change, have vanished. One can recognize as vicious the very principle of calling the Varangian from the side. Even an outstanding manager cannot organize the work of an organization if he does not understand what this work consists of. And why would a highly paid official who works late at his main job go to lead an impoverished dog organization that cannot provide him with decent earnings? Unless this step is the first step to move up. I get the impression that the president of RSVNO already sees himself in the place of the president of the RKF and mentally already controls all the cash flows of the RKF.

If the question of HOW to reorganize the RSVNO seems to me quite understandable, then the question of who can reorganize the RSVNO does not have an answer for me personally yet. This should be a person who has authority among the shepherds, understands the situation and has a clear plan of action. He must be confident enough to convey his position and convince colleagues of its correctness. Must not be afraid to go against the tide. There are no people who fully meet these requirements in the current Presidium of the RSVNO. All decisions, the most stupid, were taken unanimously. None were able to oppose the majority. But, even if such a leader in RSVNO appears, he will have minimal chances to win the election with Kukushkin. Moreover, according to the Charter, the election of a new president of the RSVNO should not be held soon. Nevertheless, the hope that RSVNO can be reorganized still remains. Ultimately, it all depends on the members of the RSVNO. Will the majority want to change something?
